The city's governing body, the Common Council, is made up of 12 elected officials, each representing a distinct geographic district. They each earn $7,200 for service on the council.
The mayor also serves on the council as an at-large member elected by voters across the entire city.
Council members serve four-year terms, however, the current body was elected in April 2026 to staggered terms of different lengths so the city could transition its Common Council to the 12-member structure, as approved previously in a voter referendum. Odd-numbered seats will be up for re-election again in 2028, and even-number seats will be on the ballot in 2030. Once members serve two consecutive four-year terms, they will not be allowed to run for re-election, based on the city's term limits.
