If the petition prevails, it will be the second time in 11 years that proponents of an East Tosa BID have failed to rally the necessary support from the property owners who would pay for its operations.
Owner Natasha Meyer's June grand opening brought lines of customers, and East Tosa was the scene of an even bigger extravaganza last weekend when Meyer and 21 other locations hosted a large book crawl.
Proponents have tried once before to create an East Tosa BID. For it to succeed this time, they again will need to clear two hurdles: obtaining city approval and winning the backing of property owners.
Numerous businesses and organizations, both along the Menomonee River and in higher-ground neighborhoods, have temporarily closed for cleanup, repairs and renovations.
The renewed interest in a business improvement district comes more than a decade after a similar campaign failed to rally enough support from stakeholders.
